What Is a VT01 Application?
A VT01 application is used when applying to become an MOT Authorised Examiner (AE), opening a new Vehicle Testing Station or making certain changes to an existing MOT authorisation.
The Authorised Examiner is the legal entity responsible for operating the MOT testing station. It may be an individual, partnership or company. Importantly, AE status does not simply transfer with a business, so buying an existing MOT station does not automatically give the new owner the previous operator’s authorisation.
DVSA provides the VT01 form and guidance for businesses applying to open, run or change an MOT test station.
Before You Start Your VT01 Application
Before completing the form, step back and look at the proposed MOT operation as a whole. You will need to consider the legal entity that will hold the authorisation, who will fulfil the required management roles, the proposed premises, the vehicle classes you intend to test, the layout and dimensions of the testing area, the equipment required and the people who will manage and carry out MOT testing.

What Does the MOT Centre Application Process Involve?
Although the exact route depends on the application, opening a new MOT testing station normally involves several stages:
- Initial planning – establish what you want the station to test and whether the proposed business, premises and people can meet the relevant requirements.
- Preparing and submitting the VT01 – provide DVSA with the required information about the applicant and proposed Vehicle Testing Station. Accuracy and consistency matter.
- Approval in Principle where applicable – for a new site, the application can involve approval before the MOT facility is fully completed. Do not assume that spending money on a bay first guarantees later approval.
- Preparing the site and equipment – the testing area and equipment must meet the requirements for the vehicle classes you intend to test.
- Final information and DVSA checks – DVSA must be satisfied that the station meets the relevant requirements before MOT testing can begin.
Common VT01 Application Problems
Many VT01 application problems are easier to resolve before submission. Common issues can include applying under the wrong legal entity, uncertainty over management responsibilities, incomplete supporting information, unsuitable testing-bay arrangements, equipment that does not meet the intended vehicle class requirements, or business changes that have not been reflected correctly.
None of these automatically means that an MOT centre cannot be opened. They can, however, add time, cost and frustration to the process.
